Mr. Boutell graduated from Perry High School and attended Michigan State College, majoring in banking and finance. He became associated with the Union Savings Bank of Manchester in 1949. At the time of his resignation on July 1, 1970, he was president and a member of the Board of Directors. In that same year he became senior vice president of the State Savings Bank of Clinton, and became president of that bank in 1979. In total, he held executive positions in three banks as well as serving as a bank examiner for the Michigan Financial Institutions Bureau during his over 40 years experience in banking.
Mr. Boutell was active in many civic and church affairs. As a member and treasurer of the Manchester Community School District for 15 years, he was involved in five building projects and was instrumental, through his banking experiences, in investing school construction funds profitably for the school district. Prior to his service on the Board of Education he headed the Citizen's Committee that was instrumental in consolidating a number of rural schools with the Manchester School District. Also, during his tenure on the board, the Pleasant Lake District was annexed to the Manchester system. As a member of the Emanuel United Church of Christ, he served as chairman of the fundraising committee that ultimately built the educational wing of the church. Mr. Boutell was a lifetime member of the Masonic Lodge #350 in Perry, and was active in the Manchester Optimist Club and former president.
Mr. Boutell was the driving force in the club-sponsored Steer Club project. This same type of dedicated involvement resulted in the Manchester Chicken Broil project of which he is a charter member. His expertise in financial matters proved very helpful and beneficial to the Village of Manchester. He also served as chairman of the water committee that was responsible for the water tower and water pump serving the village. His long interest in and knowledge of agriculture and agri-business won him many friends in the farming community that he served
For the last four years he resided at Woodside Assisted Living, a division of Friendship Village in Kalamazoo, but always spoke with great fondness and love of Manchester.
Memorial donations may be given to The Friendship Village Employee Appreciation Fund, Heartland Hospice or Emanuel United Church of Christ.
